The Latin American and Caribbean Internet Governance Forum (LACIGF) held its sixteenth edition with a hybrid format; this space for open dialogue on Internet Governance was held on December 4 and 5 at the Universidad Externado de Colombia in Bogota (Carrera 5 este # 12b 54, auditorium 3 – building i), Colombia. A new meeting with live transmission to provide all interested persons the possibility of participating remotely.

After being held virtually for three consecutive years, the Latin American and Caribbean Internet Governance Forum (LACIGF) resumed its 2023 annual meeting in person.

Modelos de Colaboración Efectivos para la Gobernanza de Internet: El caso de los Recursos Compartidos

La sesión presentará distintos casos, proyectos y modelos de colaboración de naturaleza multisectorial que han sido desarrollados en torno a la gestión de los recursos compartidos de Internet. De este modo, el panel explorará cuáles son las principales características que se identifican en los casos de colaboración regional efectiva.

La gobernanza de los recursos compartidos de Internet permite examinar cómo el modelo multistakeholder adopta una forma específica para una variedad de casos y problemas.

Acceso Universal e inclusión a nivel social, económico y de derechos humanos: ¿Cómo llegamos a un diagnóstico positivo para obtener líneas de trabajo comunes a las múltiples partes interesadas?

Relatoría Sesión 5

Considerando los obstáculos, barreras y desventajas que constituye el acceso y la inclusión en los diversos ámbitos, los que se vieron aumentados con la pandemia a nivel global, es necesario entre las múltiples partes interesadas llegar a obtener líneas de trabajo comunes revirtiendo en forma positiva lo acontecido.

Para ello cada parte, en el rol que le corresponde, realizará una puesta a punto del estado en que se encuentra respecto a estos temas, y mencionar cuál es el diagnóstico al que llegaron y cómo en su conjunto pueden crear líneas específicas, con incentivos e instrumentos concretos para obtenerlas y fomentar el acceso y la inclusión, llegando a un consenso, utilizando la confianza existente entre ellos.

Este consenso se convertirá en una contribución para explicar este aspecto al IGF, indicando su propósito de llegar a todos y achicar las fallas y grietas que puedan existir en el conjunto de las personas.

Regional community prioritizes agenda items in this new edition of LACIGF

In order to promote the participation of the regional community, for this new edition, stakeholders had the opportunity to prioritize the topics of the LACIGF 2023 agenda according to their interests and perspectives, with the aim of identifying the priority issues that are considered most relevant for the discussion of Internet governance.

LACIGF 2023 Financial Assistance Program

From October 20 to November 1, 2023 the Latin American and Caribbean Internet Governance Forum had an open call for scholarship applications, which was directed to people who are outside of Bogota and/or Colombia and who are interested in participating in person in the LACIGF. 

We thank all the people who applied within the stipulated dates to be beneficiaries of one of the available financial assistance program (tickets or accommodation).  The LACIGF team will contact each of the people who were favored to participate in person in the sixteenth edition.

The Latin American and Caribbean Internet Governance Forum (LACIGF) is a multi-sectoral initiative focused on Internet governance and digital policy issues from a regional perspective created in 2008. Its mission is to provide a space for open policy dialogue on issues within its scope, where all stakeholders participate on an equal footing without discrimination of any kind. Since its inception it has met annually in an event that to date has 15 editions.

About Bogota

  • Bogota is the capital of Colombia, the third highest capital in the world (after La Paz and Quito), as it is located at an average of 2,640 meters above sea level. It is located in the center of Colombia, in the natural region known as the Bogotá savannah. The city is where most of the country’s state and economic processes take place. Bogota has been the scene of some of the most relevant events for Colombia and LACIGF 16 will take place precisely in the historic center of the city, a duality between the ancient and the modern.

Weather conditions

Bogota’s climate is variable and can change radically. With an altitude of 2,640 meters above sea level, the average daytime temperature is 14°C (57°F) and at night 10°C (50°F). 

Airport 

The International Airport is Colombia’s main airport. It is located within Bogota, about 15 km from the event venue – Universidad Externado de Colombia – Centro Historico La Calendaria. 25 minutes by car.

Transportation from the airport: 

Cabs (yellow): they are located at the airport exits. In Bogota cabs must use a taximeter to establish the cost of the service. The fare to the city center is approximately 35,000 COP, 8 or 9 USD. Approximate travel time: 25 minutes. 

Mobile applications: applications such as Uber can also be used to move around Bogota, their prices and times are usually similar to cabs. 

Public transportation: This is the cheapest option. First you must take an Alimentador, a free bus, that goes from the airport to Portal El Dorado to access the Transmilenio transport system. The fare costs 2,950 COP and you must add 7,000 COP, which is the price of the travel card, approximately 3 USD. Service to downtown: Easy Route 1 Portal Eldorado – Universidades.

Electricity 

Power supply, electricity, voltage and frequency of alternating current for Colombia: 

  • Voltage: 110 V. 
  • Frequency: 60 Hz. 
  • Plugs: Type A / B. 

Currency 

The Colombian peso is the legal tender in Colombia. Locally the peso sign $ is used. The ISO 4217 code for this currency is COP. 1 USD = 4,042.13 Colombian Peso.

Zero Day LACIGF 2023

Global Forum on Cyber Experience (GFCE): ‘Creating a more trusted internet experience together’. 

The Global Forum on Cyber Experience GFCE invites you to participate in the Internet Infrastructure Security Day, a learning space where you will have the opportunity to strengthen your knowledge on open internet standards, best practices, actions to improve the internet economy in the region and collaborative security. 

This free in-person workshop will be held on day zero of LACIGF 2023 (Latin American and Caribbean Internet Governance Forum) on Sunday, December 3rd at the Hotel Tequendama in Bogota, Colombia. Academia, government, civil society, the business sector, the technical community and all interested parties will be able to participate in this event with the aim of expanding their knowledge and expertise:

  • Learn more about open Internet standards such as: DNSSEC, DANE, RPKI, ROA, TLS, DMARC, DKIM, KINDNS, MANRS, SPF and IPv6; to support and have more reliable communications. 
  • Strengthen best practices that help improve Internet reliability and collaborative security; through examples from the region and elsewhere that may be of interest for action. 
  • Work as a team to develop and commit to specific actions that will help improve the region’s Internet economy; through the Open Space methodology, a system that leads participants to organize the agenda as a team.

Panel: Policy Strategies for End-to-End Encryption Defense in Latin America and the Caribbean

The Latin American and Caribbean Encryption Alliance, which represents the various sectors of the digital ecosystem that have come together to promote and defend encryption in the region, invites to a panel and debate session to discuss the importance of end-to-end encryption in communications and address public policy strategies in the region and a multi-sector dialogue that will seek to understand the best alternatives to promote encryption, in a session prior to the Latin American and Caribbean Internet Governance Forum, LACIGF.

Each speaker will have 10 minutes to present their perspective on end-to-end encryption from their interest group and will address different alternatives and suggestions to drive the encryption agenda in the region. There will then be room for questions and answers.

● Breakout Sessions (70 minutes). Participants will be divided into 3 groups to discuss possible solutions and strategies derived from their experience in dialogue with the contents addressed in the initial panel.

● Open dialogue, sharing and reporting (40 minutes). It will consist of a breakout session in which attendees will break into small groups to discuss specific questions related to end-to-end encryption.

LACNIC invites you to participate in the panel ‘Opportunities for support to address challenges in Internet development’ and cocktail that will take place on Sunday December 3rd from 19.00 to 20.30 hs at (Hotel Wyndham Bogotá).
